HERA Partner Services is led by Dr. Pascale Joseph, who brings intellectual rigor and lived experience to the architecture of organizations at every scale.
Dr. Pascale Joseph is a founder, senior strategist, researcher, and consultant with more than nineteen years of cross-sector leadership. She designs the operational infrastructure that allows organizations to focus on the work they exist to do rather than the administrative weight that surrounds it. Her clients range from solopreneurs and small businesses to consultancies, corporate teams, and nonprofits, across industries and sizes.
Her work is grounded in trauma-informed practice, liberation psychology, and equity-centered leadership, a theory of change sharpened across nearly two decades of helping organizations move from vision to viable, sustainable action. That lens shapes how the work gets done in every engagement, whatever the sector or entity type.
She has a proven record of translating complex insights into actionable strategies that mobilize resources, strengthen community partnerships, and shift narratives toward justice. Her deliverables include ecosystem mapping, multi-entity governance design, financial modeling, staffing plans, and service delivery frameworks, often taking the form of 70+ page strategic documents with 30+ data tables and multi-scenario financial models.
Movement organizations already hold the vision. My role is to translate that vision into the structural architecture that enables sustainability, accountability, and scale.
The communities and leaders we serve are co-authors of their strategic direction and co-designers of solutions that honor their vision, resilience, and lived experience. Discovery is built to surface their judgment, not replace it.
Equity is not a workstream bolted onto a project. It is a standard applied to every policy, governance framework, and decision structure we build, so that fairness is embedded in how the organization actually runs.
Many mission-driven teams carry the weight of the communities they serve. Our leadership and culture work draws on trauma-informed principles and liberation psychology to build organizations where hard work is sustainable.
Dr. Joseph's career spans nonprofit leadership, real estate co-development, organizational development, and an active consulting practice. That range is why HERA can hold a governance question and a construction budget in the same engagement.
HERA works with any organization whose ambition has outpaced the systems holding it up: solopreneurs formalizing their first operations, entrepreneurs and small businesses building real infrastructure, consultancies planning for growth, corporate teams strengthening governance and leadership capacity, and nonprofits professionalizing their people systems. Industry and size are not the filter. The question is whether the structure can hold what comes next.
Recent engagements span a creative studio entering government contracting, a behavioral health practice restructuring its revenue model, a communications consultancy planning for growth, a residential care startup navigating state licensure, and a coalition designing shared administration. Different sectors, the same underlying question: what has to be built for this to hold.
Equity-centered and trauma-informed practice is how the work gets done, not a filter on who gets to hire us. For clients operating under real budget constraints, rate adjustments and creative engagement structures are always open for discussion.
Collaboration over extraction. Always.

A discovery conversation costs nothing and clarifies everything.
